Responsible Growth, Rural Advocacy, Environmental Protection & Preservation of Rural Character

St. Clements should grow — but Growth must Pay for Growth.

The existing strategic plan identifies East Selkirk, Grand Marais, Henderson/East Lockport and Libau for targeted sustainable growth. A Growth Capacity Study needs to be undertaken to identify and target where desired development makes common sense ,financial and infrastructure sense, and fits with residents desire to keep the keep the rural character of the areas they live.

We need to map and carefully evaluate: water/sewer capacity; drainage capacity; roads; schools; fire protection; recreation; commercial land; residential development opportunities; agricultural land; environmentally sensitive areas.

Every major development should include a municipal fiscal-impact assessment: And answer the question how much new assessment will this generate? Versus. What will it eventually cost taxpayers to service? This will prevent approving developments that are not in line with residents desires, generate short-term tax revenue but create long-term infrastructure and social liabilities.

Council should also continue explaining clearly how regional planning affects local land-use decisions. The RM has previously identified public awareness and understanding of regional planning as an issue requiring communication.
